In 1995, two 20-plus year veterans of the financial services industry combined their talents to create an entirely new concept for a paperless publishing house for advisors. Bill O'Quin, CLU, ChFC, RFC and Joan Barrett, CLU, ChFC were quick to recognize that the Internet would revolutionize the way information could be delivered.
By 1996, Bill, Joan and technical experts, Jim O'Quinn and Dylan Tynan, brought the VSA to the market. It provided a single location for all information needed for an advisor to operate a professional practice and all at a very reasonable price. The VSA was available 24/7/365, always kept current with new financial advisor support and reference tools, with no books, brochures or expensive software to buy.
In 1998, Bill and Joan sold the company to LUTC (an industry training institution) and continued working and further developing the VSA. In 2000, LUTC merged with the American College and the College decided that the VSA was not needed in their curriculum. As a result, Bill and Joan reacquired the company in 2002.
The VSA now has a marketing and content relationship with The National Underwriter and has over 5,000 subscribers with numerous companies, BGAs, IMOs and broker-dealers as clients. Today, the VSA is rightfully known as "the most comprehensive support tool in the industry."
In 2016, a partnership with Financial Services Online and Dick Cleary, President and CEO of FSEdNet, lead to the development of the VRL. FSEdNet is a state-of-the-art virtual educational and training system to launch, retool and re-energize financial professionals and staff in building a successful practice in the financial services industry. Dick has been involved in the financial services industry since 1983, with prior experience at Jefferson Pilot and John Hancock Financial Network and brings a wealth of knowledge to the table.

CEO and President
After starting out in the engineering department of CompuAdd where he co-developed, and patented, technology that produced the fastest PC on the market that won numerous awards, Jim O’Quinn helped launch FSO on the internet -- five years ahead of its competitors. As CEO, he is working to regain FSO’s position as technology leader in the industry.
Jim worked as a community leader with local non-profit non-partisan political organization where he co-led a diverse team to develop business and community relationships, negotiate with Austin City Council, and rewrite the City of Austin's Economic Incentive Policy.
As a board member on the finance committee of Capital IDEA, Jim helped raise funds from the State of Texas, Travis County, and City of Austin. He went on to mentor social impact entrepreneurs with UnInc. He’s also produced, shot and/or edited eleven shorts and one feature-length film.
Vice President and Treasurer
Zachary Kirkpatrick graduated from Texas State University in San Marcos with a BA in Finance with an emphasis in personal financial planning. After graduating in 2007, Zach spent a couple years in the banking industry as a credit analyst. During this time, he attained his Series 6/63 securities license and P&C insurance license.
While waiting for the right opportunity in the financial services industry, Zach did commercial real estate appraisal. In 2016, Zach joined the Financial Services Online team as the Vice President and Treasurer.
Zach has three beautiful daughters and a wife he enjoys spending his free time with.
Sales and Marketing Director
Meredith Copeland joined the Financial Services Online team in 2017 as then Marketing and Sales Director. With over 10 years of experience in the insurance and financial services industry, Meredith brings a wealth of knowledge to the organization.
Throughout Meredith's career, she has worked with business leaders and agents alike strategizing on business development, marketing, sales training, recruitment, and talent acquisition. Meredith is a finance graduate from Texas Tech University.
Bill O'Quin graduated from LSU, followed by service as an Army helicopter pilot, attaining the rank of Captain. Upon returning from his service, Bill received his MS Degree from Troy State University in Alabama. Bill started his financial services career in 1971 in sales. In 1977, he became a manager for Prudential in the Dallas/Fort Worth area.
From 1977 to 1994, Bill was the General Manager of what became one of Prudential's largest agencies. During this time, he and his associates won numerous awards for agency excellence. In 1994, Bill retired from Prudential and accepted a position as a regional VP for American General Life, with responsibility for marketing operations for 12 states. In 1995, Bill and Joan Barrett launched Financial Services Online.
Bill perfected a business insurance selling tool - the Business Needs Analysis - that was marketed by Pictorial Publishers. In 1983, he published Personal Needs Analysis through Pictorial and in 1990, he co-authored Estate Planning Insurance Considerations. With his current partner, Joan M. Barrett, CLU, ChFC, he created Building a Successful Financial Services Practice. He is author of the Priority Planning Concept and the Simpler Way series of how-to manuals on converting customers into multi-line clients, as well as transitioning to the small business market. Several major insurance companies and many agents throughout the United States are currently using these selling systems.
Joan Barrett graduated from the University of Texas with a BA degree. Upon graduating, Joan went to work for Prudential in their Houston regional home office, working primarily in advanced marketing and sales support positions.
She was one of the first women to attain the CLU designation in 1975, followed by the ChFC designation in 1983. In 1980, Joan transferred to Prudential's corporate home office in New Jersey, where she attained the position of Vice President, Agency Development before leaving Prudential to pursue her entrepreneurial dreams.
When returning to Texas, she collaborated with Bill O'Quin on a variety of projects that culminated in the launch of Financial Services Online in 1995. She continues to develop and maintain most of the content in the Virtual Sales Assistant product on a part-time basis to date.
